TOWN OF FERDINAND

REGULAR MEETING

December 13, 2016

            The Ferdinand Town Council met for their regular meeting at 7:30 PM on Tuesday, December 13, 2016 in the Town Hall. Present were President, Ken Sicard, Debbie Johnson and Ron Weyer Council members, Clerk Treasurer, Beverly Schulthise, and Town Attorney, Bill Shaneyfelt. Minutes of the November 8th was approved on motion by Ron and seconded by Debbie. Motion carried 3-yes, 0-no.

            Lloyd Froman, Chief, gave his November police report. They are doing a walk to school program with Ferdinand Elementary School. Reserve officers directed traffic at Christkindlemarkt and the right turn only plan worked with traffic. The new police cars are in and equipment being installed.

            Dan Lindauer reported 13 runs for Fire Department in November: 5-fires and 8-first responder calls. There is not a Knox Box installed on Casey’s store and they need to have one installed.   Dan announced that Fireman, Randy Gehlhausen is retiring from the Fire Dept. after 26 years of service. He was thanked for his dedicated service for so many years.

Henry Haake reported his department had repaired a major water line break on 23rd Street. Henry received two quotes for two reclosures. Cooper quoted $35,666.00 each and Brownstown Electric quoted $23,561.00 each. Ron made a motion and Debbie seconded to purchase reclosures from Brownstown Electric. Motion carried 3-yes, 0-no.

            Tom Lueken said he is continuing on projects related to the Community Crossings grant. Leaf pickup will stop after this week.

            Roger Schaefer is jet cleaning sewer mains. He replaced sewer tap on Michigan Street due to Roots from tree clogging lines.

Natalie Howard has agreed to continue on the Park Board for the next four years. Tom has started on grill project at 5th street park.

            Chris James said that the Chamber dinner was a success. Tom Schipp was given the Community Service award from the Town of Ferdinand. The Christmas tree lighting ceremony was a success. Chris filled out the fire truck grant and submitted.  

            The water main project on Missouri street and Best Home Furnishing is ready to be advertised. A suggested timeline is to advertise for bids on January 3rd, 2017, open bids on February 14, 2017, and start the project in March. Debbie made a motion and Ron seconded to have the bid packages ready by January 3, 2017 and include any changes made by Bill Shaneyfelt. We would open bids on February 14, 2017 at 8:00 PM, A pre-bid meeting will be January 31, 2017. Motion carried 3-yes, 0-no.

            Bond closing on the Sewer Project is set for December 28, 2016 at 10:00 AM at Bill Shaneyfelt’s office. A construction meeting will be on Friday, January 6, 2017 at 10:00 AM at Town Hall. A motion was made by Debbie and seconded by Ron to have Bev and Ron authorized to sign bond documents, bid documents, and construction documents. Also Bev to pay preliminary expenses for bond and construction expenses and any expenses for Sewer Project that will need to be paid now. The memorandum of Council of engineering contract is to be signed. Motion carried 3-yes, 0-No. Bond documents from Bond Council will need to be signed by Bev and Ken at Bill’s office on December 19, 2017 at 8:30 AM.

A hearing to rezone Mobel Inc. property began at 8:00 PM. No one present to remonstrate. This property is 40 acres rezoned from agricultural to industrial. Plan Commission sent to Town Council a favorable recommendation for rezoning. Ordinance 2016-25, an ordinance rezoning certain lands within the jurisdictional area of the Town of Ferdinand was adopted at meeting presented on motion by Debbie and seconded by Ron. Motion carried 3-yes, 0-no. Randy Begle, Mobel, and KNU property annexation is still being worked on.

Henry was asked to get costs for engineering for waterline to Begle property. Some painting has been done on the Mural Project. Lisa Thalhammer is to give an update on the project to Town of Ferdinand and Dubois Co. Community Foundation. She spoke with Dubois County Community Foundation who said it was okay for the extra time to complete the project because of the weather not being favorable for painting right now. Demolition Permit 2016-1 for Water Plant was approved on motion by Debbie and seconded by Ron. The Company doing the demolition will have to supply certificate of insurance. Motion carried 3-yes, 0-no. ADA Plan was tabled till January meeting. Ron made a motion and Debbie seconded to adopt EDIT Plan for 2017 and 2018. Motion carried 3-yes, 0-no. The plan includes Town Hall renovation, street projects, compactor truck, and ADA Compliance projects.

Ordinance 2016-26, an ordinance authorizing investment of Town funds with certain approved depositories was passed at meeting introduced on motion by Ron and seconded by Debbie. Motion carried 3-yes, 0-no. Ordinance 2016-27, an ordinance establishing salaries, compensation and wages for elected of the Town of Ferdinand, Indiana was adopted at meeting introduced on motion by Debbie and seconded by Ron. Motion carried 3-yes, 0-no. Ordinance 2016-28, an ordinance creating a local road and bridge matching grant fund was adopted at meeting introduced on motion by Ron and seconded by Debbie. Motion carried 3-yes, 0-no.

The Demolition Permit 2016-2 for the Sisters of St. Benedict was approved pending the receipt of certificate of insurance and the bond. Debbie made a motion and Ron seconded. Motion carried 3-ues, 0-no. A motion was made by Ron and seconded by Debbie to appoint Natalie Howard to the Park Board for another four years. Ron made a motion and Debbie seconded to appoint Bev Schulthise to the IN 15 Regional Board for another year.   Motion carried 3-yes, 0-no.

Randy Begle was denied an open burn permit. Change Order #1 from JH Rudolph for extra cost on the 2016 street project for $7,034.68 was approved on motion by Debbie and seconded by Ron. Motion carried 3-yes, 0-No. The reason for the extra cost was the hidden soft subsurfaces that were found when JH Rudolph was doing the construction on the road to be paved. The Ferdinand Folk Festival received the best music festival award. Conflict of interest statements were signed by all Council members.  National School Choice week will be January 22-28. We will have more information later. Cyber crimes was discussed and need to be aware of this and protect our computers and data.  

            Claims in the amount of $937,927.18 and $340,443.48 were approved to pay on motion by Ron and seconded by Debbie. Also any claims due till end of year can be paid if itemized statement is attached and claim approved by department head. Motion carried 3-yes, 0-no. Special claim of $39,000 from HJ Umbaugh for work they have done on Sewer Project was approved on motion Debbie and seconded by Ron. Motion carried 3-yes, 0-no. Ron made a motion and Debbie seconded to pay JH Rudolph $191,577.18 for the 2016 street project which includes the changer Order for extra work done. Motion carried 3-yes, 0-no.

As there was no further business to discuss, Debbie made a motion to adjourn and Ron seconded. Motion carried 3-Yes 0-No. Meeting adjourned at 8:50 p.m.

Next regular meeting is January 10, 2017 at 7:30 p.m. The meeting of Economic Development Commission will meet on January 10, 2017 at 6:00 PM. The Park Board will meet on Wednesday, January 4, 2017 at 4:30 PM. Zoning Board will meet Wednesday, December 28, 2016 at 6:30 PM and Plan Commission meeting will be at 7:00 PM.
