January 10, 2017

            The Ferdinand Town Council met for their regular meeting at 7:30 PM on Tuesday, January 10, 2017 in the Town Hall. Present were Ken Sicard, Debbie Johnson and Ron Weyer Council members, Clerk Treasurer, Beverly Schulthise, and Town Attorney, Bill Shaneyfelt. Since this is the first meeting of 2017, a President and Vice-President needed to be decided. Debbie made a motion and Ron seconded to nominate Ken Sicard for President. Ron made a motion to nominate Debbie Johnson for Vice-President and Ken seconded. Both motions carried and Ken Sicard is Town Council President and Debbie Johnson Vice-President for 2017. Minutes of the December 13 meeting was approved on motion by Ron and seconded by Debbie. Motion carried 3-yes, 0-no.

            Lloyd Froman, Chief, gave his December report. He will be taking new Dodge Police cars to ERS to put equipment and lights in. Cars should be on road in mid-February. Lloyd will be going to Academy to assist in firearms training January 16-18. Eric worked a hit and run accident where the culprit was identified.

            Dan Lindauer, Fire Chief, reported 10 runs for December, eight were fires and two first responder runs. One hundred thirty calls were made for 2016. They are 47-fire and 83-first responder calls. Matt Reckelhoff was re-elected Deputy Fire Chief. There is a pipeline safety course on January 31st at Huntingburg and several firemen will attend. Zerrick Wells was introduced as a new fireman for the department. He is a paramedic at Memorial Hospital and has many qualifications and fire fighting experience. Ron made motion and Debbie seconded to hire Wells as new fireman upon passing drug test.

            Tom Lueken said his department has hauled away all the yard waste at 23rd street site. He passed ERC test and is now ERC certified.   Mike Steffe, Matt Weyer, and Tom Lueken will be attending an IPRA conference at Indianapolis on January 19 to find some vendors that could help them with deteriation of playground mats. Debbie made a motion and Ron seconded to provide a vehicle and meals. Motion carried 3-yes, 0-no.

            Chris James reported in the absence of Roger Schaefer about what the sewer department is doing. There is a sewer clog at 2nd & Illinois which they are working on. The design of Begle sewer utility line is being done by Midwest Engineers. Roger, Steve and Ryan would like to attend WWETT expo at Indianapolis on February 23rd from 9-5. The cost is $35.00 per person. Ron made a motion and Debbie seconded to send the department employees to expo and pay for travel, registration, and meals. Motion carried 3-yes, 0-no.

            Mike Steffe has been elected at President of the Park Board, Matt Weyer is Vice-president and Dolores Boeglin is Secretary. They are working on grill area and working also on contract with Universal Design for the Old Town Lake Project.

            Chris James said he is working on 2017 Leadership Academy. Ferdinand Elementary has some fiber optic issues but they have been fixed. The Ferdinand Heimatfest Committee is meeting with Homeland Security on Tuesday, February 21st at 7 PM at the Ferdinand Legion. Chris said we have finalized Sewer Bond with Rural Development and the interest rate is 1.875% on $1,172,000. A pre-construction meeting was held and Graves Plumbing will start late January or early February on Division 1 project which is the building at Wastewater Plant. Division II is the drying beds facility and they hope to start April 15. IDEM gave Ferdinand an extension to December 1, 2017 to have everything completed.

            Bill received legal description from Brosmer Surveying for Mobel, Town, and Begle Properties. Cash Waggner is doing surveying for water utilities to Begle Property. Concerning the Mural Project, the painting has stopped for now and will pick up in spring.

            Debbie made a motion and Ron seconded to approve the ADA Transition Plan. Motion carried 3-yes, 0-no. There was discussion about financing program for fire truck the Town is looking to purchase. Ferrara has a program for their trucks of 0% financing. This would be five year payback on any loan. Bill suggested fashioning specs for truck so financing is included in any specs. It was thought we could use EDIT monies for fire truck after this year because our roads will be in good shape for few years. Tom said he needs money for street projects in the future because there are always roads that need to be fixed especially 23rd street. Dan will get with Bill who will write up specs for fire truck. We will wait to advertise until we see if we receive the grant Ferdinand applied for with Homeland Security. If Town does not receive grant, we will move forward advertising for bids.

            The Fire Protection contract with Ferdinand Township was approved for $35,000 on motion by Ron and seconded by Debbie. Also in motion Bev and Ken to sign contract. Motion carried 3-yes, 0-no, Debbie made a motion and Ron seconded to approve the Recreation contract with Ferdinand Township for $25,000 and have Bev and Ken sign. Motion carried 3-yes, 0-no. Brian Schipp has resigned from the BZA so we are looking for someone to replace him. AIM, a new name for IACT, is having a legislative meeting on January 13 from 11-1:00 PM at Evansville. The Southern IN Roundtable meeting will be February 28 at LOG INN in Haubstadt. The Budget has not been approved yet by DLGF.

            Claims in the amount of $1,186,628.07 and $199,149.03 were approved to pay on motion by Debbie and seconded by Ron. Motion carried 3-yes, 0-no.  

As there was no further business to discuss, Debbie made a motion to adjourn and Ron seconded. Motion carried 3-Yes 0-No. Meeting adjourned at 8:30 p.m.

Next regular meeting is February 14, 2017 at 7:30 p.m. The meeting of Economic Development Commission will meet on February 14 at 6:00 PM. The Park Board will meet on Wednesday, February 1, 2017 at 4:30 PM. Zoning Board will meet Wednesday, January 25, 2017 at 6:30 PM and Plan Commission meeting will be at 7:00 PM.
