TOWN OF FERDINAND

REGULAR MEETING

February 14, 2017

            The Ferdinand Town Council met for their regular meeting at 7:30 PM on Tuesday, February 14, 2017 in the Town Hall. Present were Ken Sicard, Debbie Johnson and Ron Weyer Council members, Clerk Treasurer, Beverly Schulthise, and Town Attorney, Bill Shaneyfelt. Minutes of the January 10th meeting was approved on motion by Debbie and seconded by Ron. Motion carried 3-yes, 0-no.

            Lloyd Froman, Chief, gave his January report. A debriefing was held for Christkindlemarkt. Officers attended training on pipeline emergencies at Huntingburg and Ferdinand is hosting 40 hours pre-basic training in March.

            Dan Lindauer, Fire Chief, reported 10 runs for January four were fires and six first responder runs. Firemen attended safety pipeline training on January 31st at Huntingburg.

               Henry Haake reported that Mike and Dean attended safety pipeline training also. The Missouri Street waterline project, material and supplies are being purchased by the Town of Ferdinand water department. The lowest bid was from Fortiline Waterworks for #22,254.78. Ron made a motion to purchase and Debbie seconded. Motion carried 3-yes, 0-no. At the new lake a fence along the Northside needs to be replaced. Property owner on one side agrees to pay half. Debbie made a motion and Ron seconded to proceed with new lake fence project. Henry is submitting finalized plans for waterline at Begle Development to State. Henry would like to attend Alliance of Indiana seminar at French Lick on March 15 and 16th. The registration cost is $140.00 and he will need room for one night and transportation. Ron made motion to approve and Debbie seconded. Motion carried 3-yes, 0-no. Henry reported that there was a water main leak on Main Street. Dean has completed his schooling and is certified lineman and his wages will rise to $20.95 an hour effective February 3rd. Debbie made motion to approve of wage change and Ron seconded. Motion carried. 3-yes, 0-no. The filter plant at Old Lake is gone. Plans are being finalized for the Virginia and 17th Street water line.

            Tom Lueken said his department is doing maintenance on equipment. He is working on Community Crossings projects for this year. He would like to attend the annual Road School on March 6-9 at Lafayette, IN. He would like to reserve two nights lodging and also meals and transportation be provided for the schooling. Ron made motion and Debbie seconded to send Tom to Road School. The park and street would like to purchase a toolcat utility vehicle work machine from Hopf Eq. for $43,557.00. Tom contacted five different dealers in the area and none provided a quote. Ron made a motion to purchase toolcat for $43,557.00 and 108” snow plow blade for $3,598.00. Debbie seconded. Motion carried 3-yes, 0-no. The park fund will pay $27,500 out of their budget for this. The balance will be from the MVH Fund.

            Chris reported for Roger who was absent due to health reasons. His department is TVing several sewer lines at Convent. Ryan would like to attend WTH mapping schooling on March 2nd at F. Harrison State Park. The cost is $95 registration. Debbie made a motion and Ron seconded to provide travel and meals also. Motion carried 3-yes, 0-no. Roger would like to send Ryan, Steve, and himself to Alliance for Rural Water Association seminar at French Lick, IN on March 15 and 16th also at a cost of $420 registration fee and travel and any necessary meals. Ron made motion and Debbie seconded to approve. Motion carried 3-yes, 0-no.

            A representative from Universal Design and IN 15 Regional Planning were present to discuss Old Lake Trail Project at the last Park Dept. meeting. The leases will be signed at March meeting.

            Chris James said the Leadership Academy is accepting applications. This is the seventh year for Academy. We are already receiving sponsorship money for the Folk Festival. The half way to Folk Festival fundraiser will be April 1st. The Rosenvolk group is looking at property to purchase in Dubois, IN for their fest. The Folk Festival is September 16, 2017 at 18th Street Park. The Ferdinand chamber is starting an Education series with the first date April 20th at Sisters of St. Benedict. On June 15 it will be at the Wollenmann Home.

            The Council closed accepting bids on Missouri street waterline project.  The bids needed to be in by 8:00 PM. Motion by Ron and seconded by Debbie to close accepting bids. Motion carried 3-yes, 0-no. The following is list of companies bidding on the project and their bids.   Quality Craft Construction Inc. of Dale, IN bid $87,943.55; Deig Brothers Lumber and Construction Co. of Evansville bid $165,770.80; Mehling Construction LLC of St. Anthony, IN bit $101,300; Reed and Sons Construction of Bloomington, IN bid $129,963. Motion was made by Debbie and seconded by Ron to take bids under advisement and Bill and Henry to review. Motion carried 3-yes, 0-no. The design on Best Home Furnishings line is finished with design and more formal bidding to be scheduled. Ron made a motion and Debbie seconded to approve finalizing bid documents for Phase II of Missouri Street waterline and for release of bid specs.   Motion carried 3-yes, 0-no.

            Graves will come in later this month or in March to do Phase I at treatment plant.

            Resolution 2017-2, fiscal and development plan and policy for proposed annexed area was adopted on motion by Ron and seconded by Debbie. Motion carried 3-yes, 0-no. Ordinance 2017-1, an ordinance annexing certain contiguous unplatted territory to the corporate limits of the Town of Ferdinand, Indiana (Mobel/KNU/Town of Ferdinand) was introduced and a hearing set for March 16 at 5:30 PM. Debbie made a motion and Ron seconded to introduce this ordinance for first reading. Resolution 2017-3, fiscal and development plan and policy for proposed annexed area was adopted on motion by Ron and seconded by Debbie. Motion carried 3-yes, 0-no. This is the Begle property on SE side of Town. Ordinance 2017-2, an ordinance annexing certain contiguous unplatted territory to the corporate limits of the Town of Ferdinand, Indiana (Begle) property was introduced for hearing on March 16 at 5:35 PM. Motion made by Debbie and seconded by Ron to introduce this ordinance for first reading.

            The hearing on P & S Properties began at 8:30 PM for their request for rezoning. A favorable recommendation was received from Plan Commission. Ordinance 2017-3, an ordinance rezoning certain lands within the jurisdiction of the Town of Ferdinand was adopted at meeting introduced on motion of Ron and seconded by Debbie. Motion carried 3-yes, 0-no.

            Voegerl replacement Performance Bond was approved. This will release Lot 6 & 7 in Kimberly Court. The bond is for $41,469.00 cashier’s check which was received. A motion was made accepting replacement bond, check and have Ken and Bev to sign Quit Claim Deed. Debbie made motion and Ron seconded. Motion carried 3-yes, 0-no.

            Ordinance 2017-4, an ordinance re-establishing the cumulative capital development fund under Indiana code 36-9-15.5 was introduced tonight and set a hearing for March 7th at 8:00 PM. Debbie made a motion and Ron seconded to introduce ordinance and set hearing.

            Ron made a motion and Debbie seconded to accept the contract from Indiana Regional 15 Planning for $1900 to update code books and website. Bev and Ken are to sign. Motion carried 3-yes, 0-no. The second amendment to wholesale electric power service agreement with Nextera was approved on motion by Debbie and seconded by Ron. Motion carried 3-yes, 0-no. Resolution 2017-01, a resolution of the Town Council of the Town of Ferdinand authorizing the transfer of surplus money in the general fund 2016 budget to the Rainy Day Fund of the Town of Ferdinand was adopted on motion by Ron and seconded by Debbie. Motion carried 3-yes, 0-no. $80,000 was transferred from General to Rainy Day fund. Ordinance 2017-5, an emergency ordinance for the transfer of appropriations for several funds of the Town of Ferdinand, Indiana, for the year 2016, as requested by the department heads and forwarded to the Town Council, for their action and passage and adoption pursuant to IC 6-1.1-18-6 was adopted at meeting introduced on motion by Ron and seconded by Debbie. Motion passed 3-yes, 0-no.   A check that was never cashed check # 3733 to Lee Scales for $35.79 was approved to put back into electric fund on motion by Debbie and seconded by Ron. Motion carried 3-yes, 0-no. The A-1 return will be returned to Umbaugh after completing schedule A.  

            The Southern IN Roundtable will be February 28th at Haubstadt, IN at the Log Inn. Debbie, Ken, Ron and Chris will attend. The cost is $25.00 each. Chris will sign up those attending on motion by Ron and seconded by Debbie. Motion carried 3-yes, 0-no. A request was received from Dubois County Leadership Academy for $1000. Ron made a motion and Debbie seconded to pay this. Motion carried 3-yes, 0-no.

            Claims in the amount of $927,955.08 and $393,501.77 were approved to pay on motion by Debbie and seconded by Ron. Motion carried 3-yes, 0-no. Ron made a motion and Debbie seconded to change the next regular Council meeting to March 7th. Motion carried 3-yes, 0-no.

As there was no further business to discuss, Ron made a motion to adjourn and Debbie seconded. Motion carried 3-Yes 0-No. Meeting adjourned at 9:10 p.m.

Next regular meeting is March 7, 2017 at 7:30 p.m. The meeting of Economic Development Commission will meet on March 14 at 6:00 PM. The Park Board will meet on Wednesday, March 1, 2017 at 4:30 PM. Zoning Board will meet Wednesday, February 22, 2017 at 6:30 PM and Plan Commission meeting will be at 7:00 PM.
